According to a UK trade publication, even if Rockstar's Manhunt 2 banning appeal is successful, the publisher could still be forced to create a less violent version of the game which would essentially be released months after the hype around the title has faded away.

According to MCV, Rockstar has lodged an official appeal to have Manhunt 2’s UK ban reviewed but, even if the ban was successfully overturned, the publsher could be forced to release a watered-down version of the game months after the initial hype surrounding the title has died down.
"Rockstar has taken a while to build its case, so they’ve obviously been taking stock of what the BBFC have said. They will have to work together to agree on making the right cuts. But there could be problems if the BBFC feels that the violence running throughout the game is too much – it’s not like a film where you can just cut certain scenes,” said James Pond of law firm Osbourne Clarke.
